Escalation of Conflict in Timika: Statement of FRI-WP & AMP

Waa… waa… waa… waa… waa… waa… waa… waa… waa…!

The recent escalation of conflict in Timika, West Papua, could not be separated from the root of the problem; due to the presence of Freeport and the Unitary State of the Republic of Indonesia (NKRI). Ignoring and obscuring the root of the problem is a denial and public tricking over historical facts and objective conditions.

Freeport has been operating for three years before West Papua ‘officially’ became a part of NKRI through the Plebiscite of the People of West Papua – Penentuan Pendapat Rakyat (Pepera), August 1969. The fraudulent, deceitful, and threatened of Pepera has given occasion Freeport to extract enormous natural wealth, while leaving poverty and natural destruction in Papua for about 50 years.

The conflict in Timika is increasing. Whether it is a labor industry conflict – that ended two months ago – which hitherto five Freeport workers still being detained by the Polri (Indonesian Police), as well as the agrarian conflict between Freeport and the indigenous landowners whose livelihood were destroyed.

In addition, there are racial discriminations that are patterned every mass mobilization demands Freeport’s responsibility. Most recently, the Third Regional Command of Defense (Kodap) III TPN-PB Timika, Tembagapura, aims to exhibit the seizing sovereignty of West Papua people from Indonesian colonialism to Indonesian and international public. Harshly, Indonesia Government and its Polri and TNI (Indonesian Army) are responding by alleging West Papua fighters belonging to the National Liberation Army of West Papua (TPN-PB) with the term ‘Armed Criminal Group’ also known as Kelompok Kriminal Bersenjata (KKB).

The use of the word ‘criminal’ is an attempt to undermine the purpose of the TPN-PB struggle and obscure the basis of their struggle. The use of the KKB is even lower than the term Security Disturbers Movement – Gerakan Pengacau Keamanan (GPK), which was previously attached to the Free Aceh Movement (GAM) and Free Papua Organization (OPM).

Furthermore, TNI and Polri obviously spread hoaxes against their political enemies, TPN-PB. They spread the issues that TPN committed rape, murder, robbery, and hostage taking against local civilians. If we read some media interviewing TPN-PB Operations Commander III Timika, Banti villagers in Tembagapura, and Freeport workers, or listening to clarification videos from TPN-PB parties, clearly stated there is no hostage and murder of people and Freeport workers.

Although in his written statement TPN reasonably asserted that the war did not involve civilian, military and police of Indonesia instead intimidate and doing intensive control of civilian. This is not only happening in West Papua, but also to Papuan students in Java and Sulawesi. For instance, the meeting of the Student Association and Student of Papua (Ipmapa) in Malang was visited by TNI. Papuan students’ dormitory in Bandung and Manado was visited by the TNI and Polri.

The West Papuan inexhaustible struggle for self-determination — mass mobilization, international campaigning and diplomacy – or armed struggle by TPN-PB mean that the most fundamental problem of West Papuan people is not welfare issues. But, the most important question of freedom and political sovereignty as an independent nation.

The West Papua integration into Indonesia has gone wrong from the beginning. Indeed, since the Trikora Operation was declared on December 19, 1961, which led to the New York Agreement (1962). Then the unauthorized implementation happened in the 1969 Pepera, because it was not based on the honest, free and fair principle.

Moreover, post-integration is forcibly and bloodily, West Papua people are a victim of racial discrimination and its natural wealth is massively exploited. They suffered the destruction of culture to slow genocide which resulted in fewer number of indigenous Papuans. It is estimated at least 500,000 West Papuans were killed for five decades.

The failure integration led to the illegal power of NKRI over the West Papua area and the illegal presence of Freeport exploiting the mining potential at Mount Nemangkawi, Timika. Eventually, Indonesia nationhood development of West Papua people is nothing. In contrast, the West Papua nationalism is getting stronger.

Resolving conflict issues in West Papua peacefully is in the hands of Indonesian Government and the United Nations (UN). The United Nations is responsible for the result of New York Agreement and the fraudulent and threatened Pepera implementation. While Indonesia Government responsible to stop running colonial politics.

Indonesia must return to the spirit and values of the establishment Indonesia itself: anti-colonialism and anti-imperialism. As stated in the Preamble of the 1945 Constitution as well as fair and civilized humanitarian values. As a great nation (not only in quantity), Indonesian must recognize the past mistakes and the crimes of the state officials against the people of West Papua.

Permitting people of West Papua to exercise right of self-determination is a real action for recognizing West Papua as a nation distinct from the Indonesian. Withdrawing the TNI and Polri from Papua, closing Freeport and other international companies, releasing prisoners and political prisoners (Tapol/Napol), opening up democratic space and access to journalists and the international media, is an integral part of the process of self-determination for the people of West Papua.

It is time for Indonesia acquiescing and willing to free its colonies, West Papua. This is the time for Indonesia to practice the democratic principles as other countries — a referendum and decolonization preparing, as a guarantee for the right of national self-determination. As has been done by some countries such as the United States against Puerto Rico, France against New Caledonia, Sudan against Southern Sudan, as well as other areas included in the list of decolonization process under the UN Special Committee of the 24 on Decolonization.
